WORD FROM THE EXECUTIVE SECRETARY

As part of its communication strategy, the NCTTCA has introduced an E-newsletter as a tool for keeping its stakeholders well informed of the goings-on in the Northern Corridor.

On behalf of the Permanent Secretariat, it is my singular honour to introduce to our stakeholders yet another medium of communication.

The NCTTCA E-Newsletter has been introduced to supplement the other media currently used by the NCTTCA, which include the website and the "Transit Monitor" Newsletter. The latter is published every six months in hard copy.

The NCTTCA E-Newsletter will initially be published every two months and subsequently monthly. We hope that our stakeholders will find it useful and informative. In this regard, we welcome feedback in whatever form to enable us improve the publication.

I also take this opportunity to wish you a very happy Christmas and a prosperous 2008.

TTCA Receives Funding from the African Development Bank
The African Development Bank (AfDB) has provided institutional support worth 2 Million Units of Account to the NCTTCA ,equivalent to US Dollars 3 Million, within the framework of the East African Trade and Transport Facilitation Project.

The Comparative Transport Cost Analytical Study along the Northern Corridor Region
The Comparative Transport Cost Study intends to develop an analytical model comparing the long term costs for the provision and maintenance of infrastructure relating to roads, rail, pipeline and inland waterways, with a view to guiding investment decisions in these areas.

COMESA Regional Customs Transit Guarantee Scheme (RCTG) Pilot Launched Along the Northern Corridor



The Permanent Secretariat of the Transit Transport Coordination Authority is pleased to inform all the Northern Corridor users and stakeholders that the piloting test for the COMESA Regional Transit Guarantee Scheme (RCTG) began along the Northern Corridor in September 2007.

The Northern Corridor Transport Infrastructure Master Plan
Under a grant in different currencies from the African Development Bank Group towards the cost of financing some regional activities under the East Africa Trade and Transport Facilitation Project, the NCTTCA is preparing a comprehensive infrastructure master plan for the Northern Corridor.

The Regional Cargo Tracking System (RCTS) Along the Northern and Central Corridors
The third Technical Committee meeting on the establishment of the Regional Cargo Tracking System (RCTS), sponsored by the UNECA Kigali Sub Regional Office, was held at the Nairobi Hilton Hotel on the 22nd and 23rd of June 2006.

In attendance were representatives from various countries of the sub-region.

The purpose of the Technical Committee meeting was to receive outputs of the pilot phase and to define the way forward for the implementation phase of the RCTS project.

Transformation of the Northern Corridor into an Economic Development Corridor (EDC)
The 15th Meeting of the Northern Corridor Council of Ministers that was held in Bujumbura in November 2003 took the decision to transform the Northern Transport Corridor into an Economic Development Corridor.

This was also adopted as the new mission of the NCTTCA and in that regard, the NCTTCA Strategic Plan 2007 – 2011 launched on 8th December 2006 by the Council of Ministers, took into account this aspect.
