IMPLIMENTATION OF THE TRANSPORT OBSERVATORY - DATA COLLECTION & INTERGRATION OF SYSTEMS

The Permanent Secretariat of the Transit Transport Coordination Authority of the Northern Corridor has undertaken implementation of a Transport Observatory Project. The Transport Observatory Project is aimed at improving the corridor’s competiveness as well as cost effectiveness hence the profitable and most preferred transit route.

The NCTTCA Transport Observatory seeks to establish a practical method of monitoring transit traffic by using existing computerized data and by undertaking surveys of this kind from time to time to validate the findings and the indicators yielded from the computerized data.

The scope of work included identifying total time delays from all causes and time delays disaggregated by cause, location, date, and time of day, to define parameters and reports to capture direction of travel, “nationality” of vehicle, and type of cargo and to setup a database for analysing and disseminating this information.

The project commenced with identifying and preparing key transport indicators, conducting knowledge acquisition session with stakeholders in the five member countries,collection of historical data for the years 2009 to 2010 and discussion on the models for systems integrations.
A technical team headed by Mr. Alloys Rusagara from TTCA-NA traveled across 3 of the member states (i.e. Uganda, Rwanda and Burundi) from the June 7th to 17th 2011. The mission involved briefing stakeholder on;

  2. Specific Data on Cargo & Traffic Requirements
  3. Automated Data Exchange/systems Integration modalities
