Northern Corridor Spatial Development Initiative Underway

In August 2007 the NCTTCA met with the NEPAD Secretariat and its partners to explore how they could assist with the transformation of the Northern transport corridor into an economic development corridor.

The NEPAD Secretariat is in the process of implementing a Spatial Development Programme (SDP) throughout Africa .

Northern Corridor Enhancing Implementation of COMESA Trade Facilitation Instruments
The Northern Corridor Transit Agreement (NCTA) was signed on 19 th February 1985 in Bujumbura, Burundi, by Burundi, Kenya, Rwanda and Uganda. And later in 1987 the former Republic of Zaire (currently the Democratic Republic of Congo) ratified the Agreement in order to facilitate the imports and exports of landlocked countries in the East and Central African region through Mombasa port in Kenya..

NCTTCA to Launch New Website
As part of the ongoing activities ICT enhancement activities at the Secretariat, the NCTTCA website has been revamped to have a fresh new look and structure.

New sections for recent news, ships schedules and a section on rules and regulations have been included in the new version to be hosted at the same location http://www.ttcanc.org

The new website is expected to be online no later than the end of April 2008 once the review of the current information content has been completed.


Update on the CBS Project at the Mombasa Port

A significant milestone was reached in the KRA-KPA led Community-Based System initiative at the Mombasa port with the release of the draft Software Requirements Specification Document (SRS).

The SRS document outlines the high-level definitions of thte functional, non-fucntional and hardware requirements necessary for the system to be in place.

A series of workshops were conducted by the CBS team at Nairobi and Mombasa from January to March 2008 where various stakeholders provided input to tthe document. The document is currently under review to incorporate the comments collected.

Update on the EATTF Project
An AfDB Mission led by Mr. A. Oumarou, Principal Transportation Engineer visited Kenya from 24 to 26 March 2008 to supervise the East Africa Trade and Transport Facilitation Project – NCTTCA Component.

The Mission held discussions with the NCTTCA to assess project implementation progress, review implementation schedules and targeted outputs, and agree on the year's work program and the immediate implementation actions required.

The Northern Corridor Stakeholders' Consultative Forum to be Institutionalised
The revised Northern Corridor Agreement, which was signed in Nairobi in October, 2007 provides for the institutionalization of the Northern Corridor Stakeholders Forum as one of the organs of NCTTCA.

Although the Northern Corridor Stakeholders Consultative Forum has been in existence since 1999, it has no formal structure to coordinate its activities.

Kenya Agrees to Waive Port Charges
The post election crisis in Kenya, during January, 2008 severely disrupted trade and transport using the Northern Corridor. Economic operators using the corridor incurred huge loses in the form of assets, delays resulting in accumulated demurrage and other charges at the port of Mombasa, inventory costs, as well as lost business opportunities.

The NCTTCA found it necessary to mount a joint mission with the Government of Kenya to the land-locked countries to review the trade and transport situation along the Northern Corridor following the post election crisis in Kenya.

Visit by COMESA Regional Customs Bond Guarantee Scheme Team
A team of COMESA experts led by Mr. Berhane Giday visited the NCTTCA in the last week of March 2008. The team had come to touch base with regards to the pilot activities of the Regional Customs Transit Gaurantee Scheme currently running on the Northern Corridor.

The COMESA RCTG is a system designed to facilitate the rapid movement of transit goods within the COMESA region under a secure system and with one bond irrespective of transit countries traversed.

The pilot run of the RCTG has been spearheaded by COMESA, with support from both the NCTTCA and the ECA-Hub. Participants include customs authorities, national sureties, transporters, clearing and forwarding agencies, insurance companies and banks.

The pilot has been successful with Carnets being issued from Mombasa moving transit goods all the way to Kigali via Malaba and Gatuna.

The second phase of the pilot has just started where SONARWA as the national surety is issuing carnets to move transit goods from Kigali to Mombasa so that the scheme can be tested on transit exports.
