6       HEAD OF PROGRAM INFRASTRUCTURE DEVELOPMENT AND MANAGEMENT-P5

 

1.0        Overall Purpose

Responsible to the Executive Secretary for initiating the formulation development and implementation of programs/projects relating to Development and Management of Infrastructure.

2.0        Core Duties and Responsibilities

 

2.1              Advise on mattes relating to transport infrastructure policy and development.

 

2.2              Carry out study on the traffic systems within member states of the Northern Corridor.

 

2.3              Establish the capacity and level of utilization of the existing infrastructure to determine the flow of traffic, the routes, modes and transit times.

 

2.4              Make recommendations to the Executive Secretary on budgets, expenditure and optimal strategy and once approved ensure implementation and follow-up

 

2.5              Collect and disseminate to member states regularly relevant information on the state of road, port, rail other infrastructure of the Northern Corridor.

 

2.6              Undertake technical, economic and financial appraisal of infrastructure projects for inclusion in the TTCA regional infrastructure development programme.

 

2.7              Assist in the design and implementation of a system for conducting feasibility studies of infrastructure projects with regional dimension.

 

2.8              Identify physical infrastructural constraints and recommends measures for dealing with them including facilities for financing.

 

2.9              Follow up the uniform application of relevant infrastructure related clauses of the Northern Corridor agreement and advice on obstacles to be removed.

 

2.10          Prepare working documents for policy organs, technical or statutory and stakeholders meeting in the areas of transport in implementing the NCTA and protocols and provides Secretariat services at such meetings.

 

2.11          Develop strategies to reduce road transport, rail, inland waterways etc and maintenance costs.

 

2.12          Advise on preservation of assets vested in road infrastructure and on minimizing detrimental impacts to environment.

 

2.13          In collaboration with the infrastructure policy and development officer, collect all data that are relevant to the NCTA on infrastructure, movement of goods by road, by rail, pipeline, tariffs, theft at the port and by member states traffic laws, transit fees and charges.

 

2.14          Advise on enhancement of quality of road traffic in the region.

 

2.15          Study and recommend a harmonized road traffic policy for the corridor in respect of the harmonization and implementation of relevant technical standards.

 

2.16          Undertake studies and assists partner states to develop, implement, operate and manage a harmonized road traffic quality management plan for use at the NCTA.

 

2.17          Recommend to partner states harmonized strategies for incident management.

 

2.18          Assist in harmonization of design and construction standard and maintenance practices.

 

2.19          Assist in harmonization of road traffic regulations and licensing procedures for TTCA member states.

 

2.20          Designs and implements a common TTCA driving license.

 

2.21          Initiate in collaboration with other experts, policies aimed at development of road, rail, water, pipeline and telecommunications infrastructure and facilities.

 

2.22          Design performance indicators, in collaboration with other experts, to facilitate monitoring of performance for operations and services along the corridor.

 

2.23          Monitor performance of any concessions that may be granted by the member states, from time to time, for the development and management of transportation infrastructure and services.

 

2.24          Disseminate best practices.

 

2.25          Study and suggest cross border development programmes and projects.

 

2.26          Ensure that treaties and conventions on technical standards and safety regulations are uniformly applied in partner states.

 

2.27          Liaise with regional and other relevant international organization dealing with maritime, inland and waterway.

 

2.28          Undertake pre-feasibility studies for extending existing network to other partner states of the corridor lacking such facility.

 

2.29          Carry out any other related activity that the Executive Secretary assigns.

 

3.0        Minimum Qualifications & Experience

 

3.1              Masters Degree in Civil Engineering .

 

3.2              Experience in project management for 10 years highly desirable.

 

3.3              Proficiency in Computer is must.

 

 

4.0        Key Skills & Competencies

 

4.1              Strong analytical and management  skills.

 

4.2              Project planning monitoring and evaluation skills as well as report writing skills.

 

4.3              Strong communication and interpersonal skills.

 

4.4              Language proficiency in French or English, knowledge of the either language is desirable.

 

4.5              Language proficiency in French and English, knowledge of either language is desirable.

 

 

5.0        Eligibility Criteria

 

5.1              Minimum age of 30 and maximum Age of 50 years at the time of recruitment.

 

5.2              A 4-year fixed term contract renewable only twice.

6.0      Remuneration and Benefits

 

            An attractive remuneration package shall be offered to the successful candidate, which shall include; a consolidated salary payable in US Dollars.  Other benefits include medical care for the incumbent, spouse and a maximum of four (4) dependant children in accordance with the Personnel Rules and Regulations; refund of 80% school fees, within a prescribed maximum of 4 children up to the age of 23 years.
