12         ACCOUNTANT – P2

 

1.0        Overall Purpose

 

Responsible to the Head of Administration and Finance for ensuring optimum management of financial resources of TTCA.

            Directly Supervises Accountant Assistant

                                     

2.0        Core Duties & Responsibilities

 

2.1              Implement the decisions of the Executive Board as related to financial matters.

 

2.2              Provide and directs financial management control and guidance on the proper utilization of the financial resources of the Authority.

 

2.3              Design a system for accounts and budgeting for the conduct of TTCA’s financial operations.

 

2.4              Monitor the budget and prepares budget reports.

 

2.5              Review and authorize payments.

 

2.6              Prepare and certify financial statements.

 

2.7              Recommend improvements in the financial system to the Head of Administration and Finance.

 

2.8              Oversee the operation of the petty cash fund as per established limit.

 

2.9              Ensure the timely closure of books and prepares the financial statements annually.

 

2.10          Prepare and submit to management regular accounting reports, interim statements, and annual financial statements.

 

2.11          Operate the bank accounts and prepares monthly bank reconciliation.

 

2.12          Plan insurance acquisitions for the organization, handles policy renewals, claims notification and settlement, co-operates with external auditors upon auditing of the annual financial statements of the TTCA.

 

2.13          Liaise with the Information System Manager with a view to applying or adapting computer software for accounts preparation and control processes.

 

2.14          Carry out other related duties as may be assigned from time to time by the Head Finance and Administration.

 

 

3.0        Minimum Qualifications and Experience

 

3.1              Bachelor of Commerce Degree in Accounting or Business Administration with option in Accounting or Finance or ACCA or CPA finalists.

 

3.2              Three (3) years experience in Accounting/Financial Management.

 

3.3              Use of computer-aided information systems and its applications to financial operations is essential.

 

 

4.0        Key Skills and Competencies

 

4.1              Knowledge of accounting and budgeting principles and practices; financial and strategic planning, banking, accounting and financial management including planning, forecasting, budgeting and taxation.

 

4.2              Knowledge of principles, methods and practices of governmental accounting, budgeting as well as Donor accounting policies and procedures.

 

4.3              Effective communication and interpersonal skills including ability to prepare relevant reports.

 

4.4              Ability to resolve problems in a timely manner, gather and analyse information skilfully, develop alternative solutions, work well in group problem solving situations and reason when dealing with emotional topics.

 

4.5              Ability to maintain professional status, high integrity and keep abreast of evolving trends in financial management of organisational resources through continuing professional development.

 

4.6              Proficiency in computer applications such as Microsoft Word, Excel, Access, PowerPoint and Outlook express including financial and statistical packages.

 

4.7              Communications, interpersonal, organisation and management skills.

 

4.8              Language proficiency in French or English, a good working knowledge of the either languages.

 

 

5.0        Eligibility Criteria

 

5.1              Minimum age of 30 and maximum Age of 50 years at the time of recruitment.

 

5.2              A 4-year fixed term contract renewable only twice.

6.0      Remuneration and Benefits

 

          An attractive remuneration package shall be offered to the successful candidate, which shall include; a consolidated salary payable in US Dollars.  Other benefits include medical care for the incumbent, spouse and a maximum of four (4) dependant children in accordance with the Personnel Rules and Regulations; refund of 80% school fees, within a prescribed maximum of 4 children up to the age of 23 years.
