ASSISTANT PROGRAM OFFICER, CUSTOMS & TRADE FACILITATION –P2

 

1.0        Overall Purpose

 

Assist the Head of Program by providing significant technical program support on matters relating to customs and trade facilitation. 

2.0        Core Duties & Responsibilities  

 

Working under the direct supervision of the Head of Customs and Trade Facilitation Program, the Assistant Program Officer shall be responsible for the following duties:

 

2.1              Assist in researching the trade and traffic system of the TTCA member states and makes recommendation for improvement.

 

2.2              Participate in the designing and implementation of instruments for facilitation of trade and traffic along the Northern Corridor.

 

2.3              Assist in preparing guidelines and manuals to facilitate application of the instruments and other relevant agreements and international conventions.

 

2.4              Assist in the harmonization of customs documentation and procedures along the Northern Corridor.

 

2.5              Assist in the expeditious implementation of the customs documentation agreed upon between the member states.

 

2.6              Assist in ensuring that all parties conform to the NCTA and its customs protocol.

 

2.7              Assist and participate in the setting up of certain mechanisms of customs procedures: customs guarantee, tolls, etc.

 

2.8              Initiation of special projects, which may be short-term or on going and which require technical knowledge and understanding of program specialty and subject area.

 

2.9              Serves as a resource to individuals and groups on matters relating to program activities and on matters relating to Customs Documentation and Procedures as well as Trade Facilitation.

 

2.10          Compiles data, which may be computerized, based on research techniques and statistical compilations, requiring and understanding of the program objectives and procedures and the understanding and evaluation of data sources.

 

2.11          Compiles and maintains records of resource materials and program information.

 

2.12          Confers with and assists the Supervisor in the performance of program administration and activities.

 

2.13          Deputizes the Program Officer, whenever necessary, in the inter-department meetings and on wide range of administration matters.

 

2.14          Assist in the Coordination of the program logistics and administrative support for program, making adjustments to accommodate changing priority needs.

 

2.15          Assists in the preparation of the report of the Customs & Trade Facilitation Committee and any other meetings where its technical assistance is needed.

 

2.16          Drafts informational and developmental materials for dissemination to stakeholders.

 

2.17          Participate in the preparation of working documents for meetings and to provide secretariat services whenever required.

 

2.18          Carry out any other customs related activity or duty that may be assigned by the Head of Program or the Executive Secretary.

 

3.0        Minimum Qualifications

 

3.1              Bachelor's degree in Economics or Business Administration majoring in international trade or equivalent qualifications.

 

3.2              Five year’s related experience, in Customs administration, Trade promotion or Facilitation.

 

3.3              Demonstrated ability to provide significant program support.

 

3.4              Demonstrated ability to work under minimum supervision.

4.0        Key Skills & Competencies

 

4.1              Good interpersonal and organizational skills.

 

4.2              Good writing and communication skills. 

 

4.3              Advanced information technology skills, especially Microsoft Office

 

4.4              Knowledge of the international and regional instruments on Customs, Transport and Trade Facilitation (such as Asycuda , Single Good Declaration, etc).

 

5.0        Eligibility Criteria

 

5.1              Minimum age of 30 and maximum Age of 50 years at the time of recruitment.

 

5.2              A 4-year fixed term contract renewable only twice.

6.0      Remuneration and Benefits

 

An attractive remuneration package shall be offered to the successful candidate, which shall include; a consolidated salary payable in US Dollars.  Other benefits include medical care for the incumbent, spouse and a maximum of four (4) dependant children in accordance with the Personnel Rules and Regulations; refund of 80% school fees, within a prescribed maximum of 4 children up to the age of 23 years.
