3          HEAD OF PROGRAM TRANSPORT PLANNING & POLICY –P5

 

1.0        Overall Purpose

 

 

Responsible to the Executive Secretary for initiating the formulation, development and implementation of programs and projects relating to transit transport within Corridor.

 

2.0        Core duties and Responsibilities

 

2.1              Serve as the Chief Advisor on matters relating to transit transport economic trends.

 

2.2              Assess the macro-economic trends of the Member States in the Northern Corridor and their implications for transport infrastructure in terms of rail and road capacity needed and advises member states on suitable strategies for enhancing their regional competitiveness in service provisions.

 

2.3              Research and study the traffic systems within the TTCA.

 

2.4              Undertake project identification, formulation, preparation of proposals for macro-economic programmes/projects evaluation and follow up tasks.

 

2.5              Design, develop and compile a data base on transport system along the Northern Corridor.

 

2.6              Identify and study the non-physical obstacles impeding easy movement of transport and recommend measures for dealing with them to the Executive Secretary.

 

2.7              Network with transport companies and all other stakeholders involved in transit transport.

 

2.8              Continuously study the comparative costs of transit transport along the different corridors and examines the efficiency of the transit transport system in order to reduce the transport costs to a minimum.

 

2.9              Assess and anticipate bottlenecks in the transport system and proposes solutions for overcoming the problems.

 

2.10          Monitor and appraise the operational co-ordination of transit traffic.

 

2.11          In collaboration with Executive Secretary develop a monitoring and reviewing system for the TTCA’s technical.

 

2.12          Prepare reports and other documents as required by the TTCA policy organs and stakeholders.

 

2.13          Carry out other related duties that may be assigned by the Executive Secretary.

 

3.0        Minimum Qualifications & Experience

 

3.1              A Masters Degree in Transport Economics, or equivalent in related discipline from a recognized University.

 

3.2              A combined national and/or international experience in transport planning and/or management of at least 10 years.

 

3.3              Must be computer literate with latest packages

 

4.0        Key Skills & Competencies

 

4.1              Analytical, management, monitoring, communication and interpersonal skills, project planning and evaluation skills.

 

4.2              Language proficiency French or English, proficiency. Knowledge of either language is desirable.

 

 

5.0        Eligibility Criteria

 

5.1              Minimum age of 30 and maximum Age of 50 years at the time of recruitment.

 

5.2              A 4-year fixed term contract renewable only twice.

6.0      Remuneration and Benefits

 

          An attractive remuneration package shall be offered to the successful candidate, which shall include; a consolidated salary payable in US Dollars.  Other benefits include medical care for the incumbent, spouse and a maximum of four (4) dependant children in accordance with the Personnel Rules and Regulations; refund of 80% school fees, within a prescribed maximum of 4 children upto the age of 23 years.
