Overall
Purpose
Responsible to the
Executive Secretary for planning, developing and managing information services
that will provide appropriate and timely information of the organization.
2.0
Core
Duties and Responsibilities
2.1
Develop
and implements a variety of information programmes and systems which respond to
the needs of TTCA in the areas of process automation, record-keeping,
statistical reporting, database and in undertaking operations such as the
management of personnel records, payment of salary and allowances, stock and
inventory management, and electronic connectivity.
2.2
Establish
and maintain information systems at the Secretariat for collection and
dissemination of transport related information.
2.3
Propose
ICT strategy for the purpose of tracking movements of vehicles and cargo.
2.4
Advise
on harmonizing ICT policies relating to transit traffic.
2.5
Develop
database.
2.6
Develop
a LAN/WAN operating system for TTCA.
2.7
Develop
and maintains internet and intranet website and assists content providers in
converting documents to web format in the web server.
2.8
Develop
web site for exchange of simple information on ship movements, news, policy
changes, new requirements, new regulations and formalities.
2.9
Ensure
that the TTCA staff in general, the administration and finance in particular,
have timely access to accurate data and information relevant to, and necessary
for, the performance of their functions.
2.10
Serve
as the technical advisor to the Executive Secretary on issues pertaining to the
automation of human resource, procurement and supply, travel and protocol
services, network administration, as well as the acquisition of appropriate
hardware and software.
2.11
Carry
out any day to day hardware and software maintenance of computer equipment and
peripherals.
2.12
Carry
out other duties that he may be assigned by the Executive Secretary.
3.0
Minimum Qualifications & Experience
3.1 A Masters Science Degree in Information Science with at least five years of relevant experience or a BSc Degree in information technology or electrical engineering with specialization in computer technology or computer science with at least eight years (8) of relevant experience
4.0

4.1 Analytical and communication skills.
4.2 Ability to accurately process information.
4.3 Supervisory, customer care, research and team building skills.
4.4 Knowledge of ethical, social and legal issues related to information systems.
4.5 Considerable experience with setting up information systems and networked applications and office automation systems.
4.6 Ability to resolve basic hardware/software installation and make minor adjustments to equipment and retrieve information from data bases.
4.7 Demonstrated ability to keep abreast of ICT developments using through continuous professional development.
4.8 Language proficiency in French or English, a good working knowledge of the either language is desirable.
5.0
Eligibility Criteria
5.1 Minimum age of 30 and maximum Age of 50 years at the time of recruitment.
5.2 A 4-year fixed term contract renewable only twice.

6.0 Remuneration
and Benefits
An attractive remuneration package shall be offered to the successful candidate, which shall include; a consolidated salary payable in US Dollars. Other benefits include medical care for the incumbent, spouse and a maximum of four (4) dependant children in accordance with the Personnel Rules and Regulations; refund of 80% school fees, within a prescribed maximum of 4 children up to the age of 23 years.
