INFRASTRUCTURE PLANNING AND DEVELOPMENT

This programme is primarily aligned to the following strategic objectives

SO1 Development of opportunities and incentives for increased private sector investments and participation in the northern corridor

SO3 . Improved port, rail, road, pipeline and communication infrastructure services

The programme covers the following Northern Corridor transport infrastructure, facilities and services: Road, Railway, Pipeline, Ports and Inland Waterways, terminals and communications. A Northern Corridor Infrastructure master plan will be developed to take into account the objectives, outputs and activities of this programme.

Roads infrastructure and related facilities

•  The Northern corridor highway network upgraded and expanded.

•  Mechanism for sustainable maintenance in place.

•  Institutional reforms for road management and financing enhanced.

•  Common classification system for roads adopted

•  A common standard for road design, construction and maintenance adopted

•  Axle load limits and vehicle weight dimensions harmonized and enforced

•  Improved Road safety

•  Externalities addressed

•  Mobilise public and private sector resources, as well as support from development partners in financing of the northern corridor road infrastructure

•  Mobilise support from development partners

•  Contribute to the development of the Northern Corridor Infrastructure master plan

•  Facilitate review and harmonisation of the road classification system

•  Facilitate review and harmonisation of road design, construction and maintenance standards

•  Prepare and facilitate adoption of common manual on axle limits

•  Develop mechanisms for cooperation in the areas of joint planning and marketing of projects, between road agencies of member states.

•  Facilitate adoption of reforms related to the establishment of road funds and autonomous road agencies.

•  Gather and disseminate information relating to research in utilization of local construction materials.

•  Safety, environment, HIV AIDS, and governance issues integrated into the road performance activities.

 

Railways :

•  Programme for rehabilitation and maintenance of the existing infrastructure adopted.

•  Construction of missing links to serve Rwanda , Burundi , DRC and Southern Sudan commenced

•  Reforms in management of railways facilitated

•  Common standards for track construction and rolling stock adopted.

•  Cooperation between inter-country railway agencies enhanced.

•  Assess the rehabilitation and maintenance needs for the existing infrastructure

Develop a rehabilitation and maintenance programme.

•  Carry out necessary studies relating to the development of missing links.

•  Mobilise public and private sector resources, as well as support from development partners in financing of the northern corridor rail infrastructure

•  Facilitate harmonization of railway policies, legislation and operations among member states

•  Monitor the performance of the Kenya-Uganda Railway concession.

•  Facilitate the link between the railway IT systems to the regional cargo tracking system.

•  Contribute to the development of the Northern Corridor Infrastructure master plan
