Infrastructure Development and Management Programme — IDM

The Infrastructure Development and Management Programme coordinates and promotes the development, improvement, integration, management and sustainable maintenance of transport and logistics infrastructure along the Northern Corridor.

This directly implements the NCTTA obligations for Member States to establish viable and efficient transport systems, cooperate in investment planning, jointly seek financing, harmonise infrastructure standards, and promote the Northern Corridor as a development corridor.

IDM programme objectives are:

  • Improve performance of infrastructure and facilities;
  • Develop sustainable investment schemes;
  • Establish mechanisms for management and maintenance of the Corridor infrastructure.

IDM is therefore responsible for coordination and advocacy relating to:

  • roads;
  • Standard Gauge Railway and Meter Gauge Railway;
  • ports;
  • inland waterways;
  • pipelines;
  • inland container depots;
  • border infrastructure;
  • roadside stations;
  • logistics infrastructure;
  • multimodal connectivity;
  • infrastructure safety;
  • infrastructure rehabilitation and upgrading;
  • maintenance systems;
  • infrastructure investment requirements;
  • regional infrastructure planning and project development.
