Its mandate is rooted in the NCTTA requirement that Member States encourage private-sector participation in financing, construction, maintenance and management of transport infrastructure and facilities.
PSIP objectives are to:
- Enable policy and legal framework for the promotion of private-sector participation in public infrastructure development through various ways, including Public Private Partnerships (PPP);
- Adopt marketing strategies to enhance PPPs;
- Enable the private sector to participate in policy making.
The programme encompasses:
- PPP policy and capacity development;
- investment promotion;
- private-sector advocacy;
- public-private dialogue;
- mobilization of financing for infrastructure;
- investment opportunity identification;
- Special Economic Zones;
- roadside stations and related commercial development;
- private-sector participation in corridor decision-making;
- business information and market intelligence;
- promotion of intra-regional trade and investment;
- partnerships with chambers of commerce and private-sector associations;
- investor engagement.
